UK Government Digital Service (GDS) Strategy 2025–2027

The UK Government Digital Service continues to drive public sector modernisation through shared platforms, common standards, and cross-departmental digital infrastructure. Central and local authorities must align with GDS frameworks to access transformation funding and remain compliant with Cabinet Office mandates.

The UK Government Digital Service (GDS), operating under the Department for Science, Innovation and Technology (DSIT), is the central body responsible for driving digital transformation across the public sector. The Transforming for a Digital Future roadmap (2022–2027) remains the cornerstone policy framework, mandating that all central government departments and eligible arm's-length bodies adopt shared digital infrastructure, common data standards, and interoperable platforms. For 2026, compliance with GDS spend controls and the Technology Code of Practice (TCoP) is a legal prerequisite for all significant IT procurement.

Central government departments, executive agencies, arm's-length bodies, and increasingly local authorities and NHS bodies are in scope. Any organisation seeking Cabinet Office approval for digital or technology spend above £1 million must demonstrate alignment with the GDS Service Standard (14 points), the TCoP, and the Government Security Classifications. Local authorities, while not always legally bound, are strongly incentivised through the Local Digital Fund and DLUHC grants to adopt GDS-aligned approaches.

Key requirements for 2026 include mandatory use of GOV.UK One Login for citizen identity and authentication across new public-facing services, integration with GOV.UK Notify for communications, and adoption of GOV.UK Pay for digital payments. Departments must publish annual spend transparency data and complete digital maturity assessments. All new services must pass a GDS spend approval process and, for high-impact services, an independent service assessment. The procurement of legacy IT systems without a published exit strategy is now flagged as non-compliant under the TCoP.

To access transformation funding, departments should submit business cases through the Cabinet Office spend controls gateway. Local authorities can apply for the Local Digital Fund via DLUHC's application portal (rounds typically open Q1 and Q3). All applicants must demonstrate user research, agile delivery methodology, open standards compliance, and a clear roadmap for legacy decommissioning.
